The requirements

RequirementOhio rule
EducationA 6-hour dealer training course is now in Ohio's required document set — you sit the full six hours (no test) and file the Certificate of Completion with your application. Apply within six months of taking it.
ExamNo exam — attendance for the full 6 hours is the requirement.
Surety bond$75,000 — Ohio TRIPLED the used-dealer bond from $25,000 to $75,000 effective April 1, 2026. Most older guides still print $25,000 — they are out of date. The bond can also satisfy Ohio's $75,000 net-worth requirement (OAC 4501:1-3-11). You pay a premium (estimated $750–$2,250/yr), not the bond amount. The BMV's own estimate for the $75,000 bond is $750–$2,250 a year depending on credit — exactly the 1–3% range used here.
Place of businessA business location meeting BMV rules: display lot, office, signage, posted hours. Every owner over 10% is fingerprinted (WebCheck).
RenewalEvery 2 years — renewal is the same $50 permit plus plates, through the BMV's online Dealer Licensing system. Ohio has no continuing-education requirement for used dealers. At each renewal the BMV audits your prior-year sales and resets your dealer plate count from the sales tiers.

The true Year-1 cost (retail path)

Cost lineAmount
Dealer permit (the license) — 2 years$50
Title Defect Rescission Fund fee (first application only)$150
Master dealer plate — 2 years$50.25
State-approved pre-licensing course The state estimates about $200 for the 6-hour training; the best-known provider (ohiodealer.com) charges $295.$200–$295
Bond premium, first year (estimate)$750–$2,250
Estimated Year-1 license-layer total$1,200.25–$2,795.25

This is the license layer only: state fees, course, and bond premium. Rent, inventory, garage insurance where your state requires it, and local permits sit on top and vary too much to print honestly. The total above sums exactly the lines above it.

Your step order

  1. Register your business with the Ohio Secretary of State and get an EIN and an Ohio vendor's license (sales tax).
  2. Be able to show $75,000 in verifiable net worth (OAC 4501:1-3-11) — the new $75,000 bond can satisfy this.
  3. Take the 6-hour dealer training course and get your Certificate of Completion (apply within six months of the class).
  4. Post the $75,000 surety bond — the amount in force since April 1, 2026.
  5. Secure your location (display lot, office, signage, posted hours) and send the BMV your location photos.
  6. Complete WebCheck fingerprinting for every owner above 10%.
  7. File the application — $50 permit + $150 Title Defect Rescission Fund + $50.25 master plate — and pass the BMV location inspection.
  8. Register with AuctionACCESS to buy at Manheim, ADESA, and ACV.

Where the approved course fits

DealerSteps is a navigation guide, not a course provider. A 6-hour dealer training course is now in Ohio's required document set — you sit the full six hours (no test) and file the Certificate of Completion with your application. Apply within six months of taking it. Take that course only from a provider on your state's official approved list — our job is everything before, around, and after it: the packet, the lot, the bond, the auctions, and your first 90 days.
